The US Senate has passed a resolutionresolution/ˌrez.əˈluː.ʃən/L2正式决定或提案,尤指经过投票通过的官方声明a formal decision or statement that is passed by a group after a vote that limits President Trump's war against Iran. The vote was 50 to 48. This was the first time both the Senate and the House approved such a measure. However, the resolution is mostly symbolicsymbolic/sɪmˈbɒl.ɪk/L2象征性的,具有象征意义而非实际效果having meaning as a symbol rather than having real power or effect. It will probably face a presidential veto.
Four Republicans voted with Democrats to support the resolution. They were Senators Cassidy, Murkowski, Collins, and Paul. One Democrat, Senator Fetterman, voted against it. Top Democrat Chuck Schumer said, "For years, Trump promised to put maximum pressure on Iran, but he ended up delivering maximum confusion, maximum chaoschaos/ˈkeɪ.ɒs/L2混乱、无秩序的状态a state of complete confusion and disorder, maximum cost to the American people." The war has been unpopular because prices for oil and gas have increased.
Some Republicans worried that the resolution would weaken Trump's position in peace talks with Iran. Senator Risch argued that Iran might leave the negotiationsnegotiations/nɪˌɡoʊ.ʃiˈeɪ.ʃənz/L2谈判,协商(通常指为达成协议而进行的正式讨论)formal discussions between groups to reach an agreement. Senator Kaine explained that the founders did not want one person to make this decision. He and Schumer plan to keep pushing for more votes on this issue.
